1. 受到鳳凰颱風影響，根據教育部校安中心最新統計，全國有41所學校傳回災損，其中以屏東縣及高雄市各9校最多，災損金額初估新臺幣160萬多元；學校部分以屏東縣立勝利國小50萬元整比較嚴重。臺東縣立豐田國小附設幼兒園則因為教室淹水、情況嚴重，今天（23）停課一天。

3. 臺中市教育局長吳榕峯，昨天 (22) 在市議會，答覆多位市議員關心12年國教政策走向時表示，中投區已經開會決議明年不辦特色招生，9月24號將討論會考計分方式，市府立場是超額比序不新增項目、作文成績列為最後比序、志願序不列入計分或將前10志願合併計算，希望降低衝擊。

4. 彰化、雲林、南投地區第一所護理學系─大葉大學護理學系，新學期正式啟動，校長武東星表示，護理學系目前已經和彰化基督教醫院、臺中中港澄清醫院以及臺北恩主公醫院，簽訂高額獎助學金人才培育計畫，未來可以培育出優質專業的護理師，共同為守護全民健康而努力。
The first nursing department in Changhua - Yunlin - Nantou region has been established at Dayeh University. It has officially opened the new semester this year. The president of the university Wuu, Dong-Sing expressed that the Department already signed a talent development program with high scholarships and grants agreement with Changhua Christian Hospital, Cheng Ching General Hospital Chung Kang Branch, and En Chu Kong Hospital. 5. 新北市政府公告競選旗幟管理辦法，年底選舉投票前15天才可以懸掛競選旗幟，限用單面旗及宮燈旗，看板及布條都不准設置。環保局長劉和然表示，市府要讓今年的選舉很「環保」，所有候選人只能在11月14號到11月28號期間，也就是投票前15天才能懸掛競選旗幟。
The New Taipei City Government just publicized regulations for the management of election campaign flags. Only before the fifteen days of the election day can running candidates hang their election campaign flags. Single-sided flags and lamp pole flags are allowed only, whereas banners and billboards are prohibited. The Environmental Protection Department Commissioner of the New Taipei City Liou, Her-Ran expressed that the City Government has decided to make the elections this year 「environmental」. All running candidates can display and hang their election campaign flags during the days between November eleventh and November twenty eighth, which means fifteen days before the election day are the period allowing the running candidates to do so.
 
6. 一份由國際科學家團隊發表的報告指出，全球二氧化碳排放量去年創下新高，二氧化碳排放量360億公噸，上升2.3%，預估今年還會再升2.5%。排放量前三名的國家是中國大陸、美國和印度。科學家警告，全球溫室氣體排放如果再繼續上升，恐怕無法嚴守全球平均氣溫的升高幅度限制。
Global emissions of carbon dioxide from burning fossil fuels were set to rise again in 2013, reaching a record high of thirty six billion tones - according to new figures from the Global Carbon Project, co-led by international researchers. It was a two point three per cent rise and another two point five per cent rise is projected for this year. The biggest contributors to fossil fuel emissions are China, the United States, and India. Scientists warn that if global warming emissions keep rising rapidly, it is highly unlikely that the world would cut greenhouse gas emissions sufficiently to keep global warming within the internationally agreed limit of two degrees Celsius benchmark.

輔仁大學挾捷運新莊線、知名度等優勢，今年規畫「輔大生活創意園區」，吸引民眾走進校園，以人潮帶動錢潮，每年可創造逾2000萬元商機，也搶在大專院校退場危機前，提升學校附加價值，主動出擊「拚經濟」！

輔仁大學坐落於新莊中正路上、位居捷運新莊線中段，沿途有超過50條公車路線行經，學生人數多達2萬餘人，車流、人潮交織成密集路網，不少企業看準商機進駐校園，如誠品、統一欲搶下「焯炤館」改建為商場。

近年來，校方轉被動為主動，搶下「泰山體育園區」營運權、規畫「輔大生活創意園區」，甚至將「輔大」2字登記商標，「找錢」儼然成為終極目標，盼建立校園好口碑。

產學育成推廣中心主任呂誌翼說，受限於經費不足，輔大生活創意園區將分3階段推動展演空間、文創市集、系所體驗、實習商店，預計從校門右側「野聲樓」後方起到「朝?樓」，整合長達200公尺廊道，讓社區走入校園，與系所玩創意。

呂誌翼說，第一階段花費200萬元整地，園區將以「體驗營」為特色，如食品系「食品工廠」、「咖啡豆教學」；或織品系「小小設計師」、生技醫學「器材博物館」等。

每年園區營運可創造逾2000萬元商機，營運盈餘也全數投入學生急難救助用途，呂誌翼說，開設園區主要推「輔大」品牌，同時與文化部合作文創育成計畫，盼打造園區為北部文創觀光重鎮，一舉打響名號。

花蓮市驚傳男老師疑似心肌梗塞猝死事件，任教花蓮女中的香港籍胡姓男老師，獨居學校宿舍，22日被人發現全身赤裸趴臥在浴缸前，已無生命跡象，警方初判無他殺嫌疑。與胡師熟識的民權里長曾碧蓮則詫異表示，前2天他與丈夫還在小吃店一起小酌，如今卻天人永隔，不捨又遺憾！

在花女擔任英文教師的胡姓教師（58歲），任職超過15年，1人獨居在校方提供的宿舍，平日有小酌習慣。22日上午9點多，胡師遲未到校授課，同事前去宿舍查看，發現他全身赤裸趴臥在浴缸前，嚇得急忙報警處理。

警方調查，死者被發現時電視還開著，屋內沒有打鬥痕跡，門窗也未遭破壞，初步排除外力介入；至於確切死因，將進一步報請檢察官進驗釐清。

花蓮女中校長程膺表示，胡老師雖是香港籍，但來台多年，教學相當認真，與同仁相處愉快。胡老師單身且家人都不在台灣，校方已通知其在香港的家屬前來處理，也會從旁協助處理後事。
