| 鳳凰颱風「禿頭大屁股」 登不登陸都危險

輕颱鳳凰逐漸北轉逼近台灣，根據各國最新預測，美軍及歐洲中期天氣預報中心認為鳳凰未來可能稍微偏西北、從西半部沿海一帶北上，而中央氣象局及日本氣象廳則認為鳳凰路徑偏北，直接從南往北掃過台灣陸地。但氣象學者提醒，無論鳳凰颱風從何種路徑北上，西半部地區要特別嚴防強風豪雨威脅。
鳳凰颱風中心昨傍晚穿越呂宋島後進入巴士海峽，強度持續重整中，氣象局估計未來接近台灣時強度可能會再增強至輕度颱風上限或中度颱風下限。不過從目前觀測資料顯示，鳳凰颱風的環流並不對秤，比較強的環流都集中在南方，是一個「大屁股的禿頭颱」。中央大學大氣系兼任副教授吳德榮說，這種颱風在接近陸地時，剛開始感受到的風雨並不會特別明顯，但中心登陸前後南邊主要的環流逐漸移入，風雨就會明顯增強，萬一颱風沒有登陸受到破壞，整個西南風灌進南部地區及東南部地區，強風豪雨威相當大，民眾要特別留意。
吳德榮強調，過往颱風大多由東向西移動，經過中央山脈後強度受到地形破壞會明顯減弱，躲在山脈後面的西半部地區通常感受到風雨並不會特別顯著，但鳳凰颱風是少見由南往北縱走的颱風，整個颱風環流幾乎沒有破壞直接，以往西半部、尤其西南部地區比較少碰到類似狀況，即便只是輕度颱風，除了豪雨威脅之外，長時間吹平均6到7級的強風，包括路樹、招牌若在沒有防範的情況下，很可能被吹得東倒西歪，「千萬別以為鳳凰只是輕度颱風就掉以輕心！」
以過去經驗來說，2001年中度颱風奇比，就是從南往北偷襲西半部地區及澎湖，雖然中心從台灣海峽通過沒有登陸，但強風造成澎湖嚴重受損，南部、東南部鐵公路交通中斷，更造成全台14人死亡、16人失蹤，農林漁牧損失約7.4億元。
吳德榮說，鳳凰颱風雖然由南往北直撲，所幸目前已經入秋，主要影響都在颱風通過這段期間，並不會引進西南氣流造成後續豪雨影響。（張勵德／台北報導）
