陸委會前副主委張顯耀去職後，原本兼任的海基會副董事長和秘書長職缺，將由剛到任的陸委會副主委施惠芬兼任。

陸委會今天宣布，上周剛到任的陸委會副主委施惠芬，將兼任海基會副董事長和秘書長。施惠芬過去主要涉獵法政事務，處理兩岸事務相對較少。

去年二月施惠芬接任海基會副秘書長，上周行政院宣布施惠芬轉任陸委會副主委，今天緊接著兼任海基會副董事長兼秘書長，在陸委會三位副主委中資歷最淺，「三級跳」頗讓外界意外。

施惠芬是台灣大學國家發展研究所碩士，曾任法規會專門委員、教育部參事、公務人員保障暨培訓委員會保障處處長等職，2006年擔任法規會主委，2010年任公平交易委員會副主委。

民進黨新竹市黨部下午表示，對蔡的指控，不予回應。

執意參選的蔡仁堅，今天再爆「民進黨提名秘辛part2」，強調TVBS公布的新竹市長選舉民調，今年1月，許支持度52%，但8月26日公布，許支持度僅40%，他跟林智堅「非阿財陣營」有36%的支持度，這是非阿財陣營的大好機會，可惜，因為黨提名作業，造成分裂，他合理懷疑，是刻意「替阿財護航」

蔡仁堅說，許的民調落差大，對擁有優勢的參選人是嚴重的警訊，TVBS另外做「非阿財陣營」的比較，他佔上風；他說，這些跡象及數據顯示，「非阿財陣營」由他代表參選，最有勝選機會，卻被阻撓，「請問這不是護航什麼才是護航」？

不過，民進黨新竹市黨部指出，對蔡的指控不再回應，專心打好選戰。

有台灣PTT鄉民在參加「ALS Ice Bucket Challenge冰桶挑戰」時，點名「暗黑林志玲」波多野結衣接棒。沒想到，消息傳到本人耳中，遠在日本的波多野結衣竟然現身回應了。

這一切都是來自PTT ALS_Bucket板正在舉辦的活動，PTT站方希望能繼續延燒冰桶挑戰的熱度，吸引更多鄉民網友關注漸凍人，於是將活動拉到PTT看板繼續執行。其中就有鄉民點名波多野結衣接棒，原本看似惡搞的行徑，消息卻這樣傳到當事人耳中，波多野結衣於粉絲頁發布回應冰桶挑戰的影片，她很認真的用中文說「讓我們用網路的影響力，一起幫助漸凍人與其他需要幫助的弱勢族群」。（廖梓翔／綜合報導）
