為避免不肖業者進口的廢食用油混入國內食品用油，而進入食品供應鏈，戕害國人身體健康，環保署今預告修正「廢棄物清理法」第38條「禁止輸入之事業廢棄物及一般廢棄物種類」，新增「使用過或廢棄之動植物食用油（含油脂）」禁止輸入進口。環保署廢管處表示，預計最晚年底前公告施行。

依據現行條例，目前禁止輸入之一般廢棄物共有三項，包含有害事業廢棄物、廢皮革削皮及廢皮革粉、一般廢棄物之生活垃圾及其焚化灰渣，這次將增訂第四項「使用過或廢棄之動植物食用油（含油脂）」。

廢管處表示，目前工業用混油、食品用油、飼料用油等油品多以海關稅則15180050002「未列名非食用之動、植物油脂或本章不同油脂餾分物之混合物或調製品」申報進口，為避免有心業者假產品之名、行廢棄之實，進口廢食用油而產製成其他油類產品，各部會採取油品分流管理。

由於進口油品依用途別，依照各主管機關同意後才能進口，此項屬環保署主管，則全面禁止進口。廢管處也指出，後續將請經濟部國貿局協助於海關稅則1518節項下，新增「使用過或廢棄之動植物食用油 (含油脂)」的稅則號列及禁止進口規定，以作為海關人員邊境管理的依據。
