中央銀行彭淮南今日赴立法院財委會進行業務報告。他在立委質詢時表示，各國貨幣政策立場背道而馳，美國、英國緊縮，日本、歐洲和中國大陸寬鬆，向不同的方向前進。

至於各國貨幣政策方向不同，對台灣有什麼影響？彭淮南直言，台灣受影響比較大的是美國，我們十年期公債反映美國十年期公債利率走勢。

對於美國聯準會動態，彭淮南說，目前美國每個月買150億美元的債券，預計在10月就會停止，市場判斷明年6、7月升息；至於台灣要不要升息看物價展望，並參考經濟情勢作全盤考量。

今天各地仍受到西南風帶來的水汽影響，中南部地區整天都有短暫陣雨，宜蘭及花蓮也有局部短暫陣雨，北部地區午後有局部短暫雷陣雨，其他地區為多雲到晴的天氣。
 
至於氣溫方面，中央氣象局預估，南部地區因為雲量偏多且有雨，高溫約30℃，其他地區高溫約31到33℃。沒下雨的時候感覺較悶熱。
 
氣象局預估，明後兩天受到鋒面接近影響，東北部地區及北部山區有局部短暫陣雨，其他地區大多為多雲到晴的天氣，午後中南部地區及東部山區有局部短暫雷陣雨。周末各地又將恢復多雲到晴。
 
另外，目前在關島附近的熱帶性低氣壓，氣象局研判今明兩天就會發展成輕度颱風，一旦生成將是今年第17號颱風，中文譯名為「北冕」(Kammuei，日本命名，原意為北冕座)。目前距離台灣約3000公里，短期內對台灣陸地天氣不會造成影響。（張勵德／台北報導）

法拉利458 Speciale是去年底推出、以標準版458 Italia為基礎所發展而來的輕量化戰鬥版超跑，原廠雖未限量生產該車，但卻採取意義接近的「限時」生產，國內業者雖於今年爭取到近30部配額，但早已被識貨行家搶訂一空，可說是今年最熱門的千萬超跑。
在明年3月日內瓦車展推出裝上渦輪的改款458前，458 Speciale有望成為最後一代自然進氣V8引擎絕響，但法拉利是一家很會賺錢的車廠，搞限量精品相當在行，458 Speciale的市場反應當然讓其不會放過任何賺錢的機會，據海外消息指出，法拉利即將在10/4開展的巴黎車展上再度推出以458 Speciale為相同概念的Spider敞篷版，雖然正式車名尚未確認，但早前市場傳出該車將以全球限量458輛的方式進行銷售，而國內業者也已低調展開接單。（吳凌祺／綜合報導）

台大畢業的高材生張彥文在光天化日下當街砍殺前女友致死，手段兇殘引發社會譁然。教育部長吳思華今早在立法院受訪表示，他對此案表示遺憾，過去幾年各大學，尤其是頂尖大學的教育內涵，除了追求學術卓越之外，也希望協助學生可以成為博雅創新的「全人」，也希望未來所有大學，尤其在頂尖大學計劃內，都可以規劃「全人教育」項目，讓學生不僅是追求學術頂尖，也要能夠在社會上活得快樂，並讓自己的快樂成為大家共同的快樂。
 
吳思華8月初上任後，今首度到立法院教育文化委員會進行教育部業務報告並備詢，被媒體問及今首度備詢的處女秀是否緊張，他回答說，上任後以平常心面對教育工作，也會以誠懇和認真讓委員們了解，教育部全體同仁都盡心推動所有業務，「把把事情做好是我們第一目標」。
 
至於昨行政院宣布公務員禁止使用line，吳思華說，過去時常使用line，科技進步也讓彼此溝通更方便，若此事確實造成國家機密洩漏，會考量到國家安全和機密為優先，也會尊重行政院的要求。（劉嘉韻／台北報導）
