| 呼麻案 柯震東毛髮檢驗出爐

（中央社記者劉世怡台北16日電）台北地檢署偵辦藝人柯震東涉大麻案，1日採集柯震東的頭髮及尿液，其中尿液報告為陰性，毛髮檢驗報告日前出爐，檢方已收到。
柯震東9月1日赴台北地檢署，接受檢察官偵訊，開庭期間，檢察官經柯震東同意，當庭指揮法醫師採集柯震東的尿液及頭髮檢體，柯震東訊後請回；其中尿液部分，交由台北巿刑警大隊送驗，毛髮部分，移送調查局鑑識。
會對柯震東採取檢體，檢方表示，因尚未收到大陸地區所請求司法互助的相關證據資料，但為保全相關證據及查明柯震東是否有施用毒品的犯行，才對他採檢體，以鑑驗施用毒品的種類是否僅吸食大麻或者還有其他毒品，也同步釐清吸食時間等情形。
日前尿液報告出爐為陰性，近日檢方則是收到毛髮檢驗報告。
一名緝毒資深檢察官表示，尿液報告僅能驗出近期（短時間）的毒品反應，毛髮檢驗則是可驗出更久以前（長時間）的毒品反應，承辦檢察官在收到這兩份報告後，將會開出傳票，要求當事人到案說明。
至於毛髮檢驗報告結果以及是否已發出傳票給柯震東？北檢都不願說明。1030916

| 七七行館違建抗拆 劉政池敗訴

（中央社記者劉世怡台北16日電）苗栗縣長劉政鴻胞弟劉政池蓋七七行館遭陽明山國家公園管理處認定違建須拆，劉政池不服而打行政訴訟。台北高等行政法院今天判劉政池敗訴。
刑案部分，士林地檢署在1月間認定劉政池在陽明山興建溫泉別墅七七行館涉竊占國土，依竊占、誣告、偽證等7項罪名起訴劉政池；後來又查出，劉政池涉貸新台幣8500萬元，在今年7月間起訴劉政池，目前兩案均在士林地方法院審理。
判決指出，劉政池不服陽明山國家公園管理處認定七七行館是違建須拆，提起行政訴訟；劉政池主張，對方沒給他陳述意見的機會，在處分做成後才通知他陳述意見，有「先有結論，再找理由」的偏頗，也有程序違法的瑕疵。
法院審理期間，為證明建物從民國58年就存在，且時代久遠，劉政池提出由台灣鋼鐵同業公會的鋼鐵鑑定報告表示，建物內鋼筋均為早期70年代（或更早）。
不過法院認定，鑑定報告只能證明部分建築材料為舊建材，不能證明劉政池有申請許可而進行修建或改建，且本案為未經申請建造執照擅自興建建物，明顯是違章建築。
法院調查，七七行館從民國87年起多次違規施工，有施工照片佐證，確實為違建，依行政程序法規定，就算沒給當事人陳述意見機會，原處分並無不當，因此判劉政池敗訴。全案可上訴。1030916

 >改編自小說的日本電影《永遠的0》，以太平洋戰爭為背景，描述零式戰鬥機神飛行員，被迫加入神風特攻隊，電影在日本上映，蟬連8周票房冠軍，賣了28億台幣，是10年來日本最賣座的電影，電影在台灣上映，但妙的是，官方網站預告竟然看不到男主角岡田准一的任何片段，原因是他所屬的經紀公司，限制旗下藝人的照片或影片在網路上流傳，這種規定也套用在電影上，苦了代理發行的片商，一部電影宣傳，卻沒有男主角的任何畫面可運用。>>
電影《永遠的0》台灣版預告：「請告訴我，我的親生外公是個怎樣的人。」
改編自日本小說，電影《永遠的0》以太平洋戰爭為背景，描述零式戰鬥機神飛行員，被迫加入神風特攻隊，最後在戰役中陣亡的感人故事，只不過仔細看，片頭只有出現一幕飛行員吶喊的畫面，但其實他也不是主角，真正挑大樑的是他，傑尼斯團體V6的成員岡田准一，不過他演出的畫面，卻只有在香港以及大陸才看的到，讓網友笑說，台灣這種沒有主角畫面和姓名的電影預告片，也是滿難得一見的，更有人懷疑，岡田准一被無視了，但其實。片商高嘉甫：「為了避免大量的複製跟流出，所以傑尼斯禁止他們的肖像權在網路上流通。」
原來傑尼斯事務所，在日本眾多的經紀公司中，對肖像權的管理最為嚴謹，限制在藝人演出的電影，連續劇和廣告的官方網站中，使用旗下藝人的照片或者影片，尤其是網路規範最為嚴格。
看看片商的官方網站，只用看不太清楚臉的剪影來當海報，就連外部連結的13張劇照，也沒有一張是岡田准一。片商高嘉甫：「(大陸、香港)他們可能就是沒有在怕的。」
同樣也是傑尼斯團體SMAP成員的草彅剛，在電影《日本沉沒》中，也是主演，但偏偏台灣版的預告就是不見人影，只有在最後演員名單中出現名字。
其實，網路宣傳對片商來說，是最省錢的方式，這次因為岡田准一是傑尼斯藝人的關係，無法出現在台灣的預告片中曝光，雖然製造不少討論空間，但想要吸引更多觀眾，恐怕也只能在配角身上下工夫。

（中央社記者何宏儒新德里16日專電）印度媒體報導，就在中國大陸國家主席習近平到訪前1週，兩國邊防又在拉達克邊境對峙5天。事件甚至嚴重到須呈報總理莫迪（Narendra Modi）辦公室的程度。
「印度斯坦時報」（Hindustan Times）今天報導，兩國未定邊界實際控制線（Line of Actual Control）上的這起最新對峙事件10日發生在印度北疆拉達克（Ladakh）的楚瑪爾（Chumar）段。報導說，陸方今年大幅提升在當地活動。
官方消息指出，印度陸軍和印藏邊界警察（Indo-Tibetan Border Police）士兵在當地聯合巡邏時，遇到駕駛或乘坐吊車、堆土機、悍馬車等共12部重型車輛的約230名解放軍，他們試圖在印方領土兩公里範圍內填平小溪，興建臨時道路。
印度陸軍評估，中國大陸解放軍從陸方掌控的曼札（Manza）和肯容（Kyenjung）2個前哨，開路進入實際控制線另1側的印方切茲（Chepzi），目的是要設立監視攝影機。
報導說，當時有大約130名印度邊防，在發現上述情況後要求解放軍撤離領土，雙方至少7度對峙並發生口角。陸方開出約15到20公尺長的臨時小路，則在10日晚間遭印方摧毀。
報導提到，儘管習近平首訪印度可能使兩國友好，但上述事件凸顯雙方的歧見。
對峙發生時，因情勢有迅速惡化跡象，雙方都立刻增派兵力。報導說，後來雙方都向後退回。陸方還派2架偵察直升機勘察印方是否退回原點，整起事件前後長達5天。
印度國防部資深官員指出，解放軍過去1年對楚瑪爾增派7到9倍兵力，並在存有爭議的實際控制線兩側施工。印方統計，今年1到8月陸方越界42次，較去年同期的9次大幅增加。
報導提到，儘管印方努力想就拉達克東部這個兩國西段邊界爭議領土交換地圖，但陸方從2002年起拒絕就此交換意見。1030916

| 日茨城5.6強震 無重大損失

今天接近中午，日本茨城縣，發生規模5.6的強震，震央接近東京等都會區，4~5級的震度，讓關東民眾飽受驚嚇，各地都傳出零星災情，並有數人受傷。
台北時間16日中午11點多，日本關東地牛翻身，從東北到近畿地區，都可以感受到明顯搖晃，埼玉縣當地超市，各種罐裝飲料，東倒西歪，甚至摔出架外，店員都是心有餘悸。
超市店員：「有好幾瓶罐裝飲料掉下來，搖晃突然變的很劇烈，所以馬上引導顧客避難，以防萬一。」
這次地震震央，位在茨城縣南部，震源深度50公里，東京、櫪木、群馬等關東地區，震度都達到5級，造成不少零星災情，許多民眾被掉落的物品砸傷，有店家玻璃被震破，碎了一地，甚至民宅旁的邊坡，也出現大片土石崩塌，將半台汽車都埋在底下。
氣象廳監視課長谷川洋平：「觀測到震度五級的劇烈搖晃，民眾也要留意今後的餘震。」
地震搖晃，讓東北以及關東地區列車，一度停駛，而群馬也有部份地區，因此停電，不過在稍後，都已經恢復正常，而各地核電廠，沒有傳出異常消息，也並未發布海嘯警報，但氣象廳還是提醒民眾，後續可能發生4級以上餘震，要民眾遠離易有土石崩落的危險區，確保安全。（民視新聞謝郁瑩綜合報導）
