地下道淹水害死婦　家屬質疑封閉太晚

台中市大甲區民生路地下道昨晚因大雨淹水，造成開車經過的婦人陳瑞琴（35歲）及兩名孩子受困車內，兩名孩子雖順利獲救，但被救出時已因溺水陷入昏迷的陳女，經急救後仍於今天凌晨5時許宣告不治。家屬質疑相關單位沒有在第一時間封閉地下道，是造成陳女不幸溺斃的主因。

家屬指出，昨天大甲區從下午到晚上持續大雨，但相關單位一直未封閉民生路地下道直到晚間7時44分區公所才通報大甲警分局大甲派出所封閉地下道，但3分鐘，消防局就接獲陳瑞琴報案指開車受困地下道，警方直到7時51分才在地下道拉起封鎖線，但時機已太晚。

家屬並質疑，警方於7時48分、7時56分兩度通報大甲消防分隊，消防人員抵達後，卻沒在第一時間設法推出受困的車輛，最後才以破窗方式救人，導致大水灌進車內，造成陳女溺斃。（蕭夙眉、鮮明／台中報導）
