請問太陽能屋頂發電相關問題~

最近想要做太陽能屋頂發電, 問了二家公司, 結果說法不太一樣, 可以請高手幫忙解答嗎?

1. 因為要先申請, 政府流程3個月, 太陽能公司說申請若沒有通過, 費用要我們自己出, (費用不超過4萬), 請問這個是合理的嗎?

2. A公司說, 為了有足夠發電效率, 要申請雜項執照,蓋的高度要高於隔壁屋頂,不然會影響發電效率(部份被遮到),A公司說,一片太陽能板被遮到沒發電,會使全部太陽能板都無法發電. 但B公司說,不用申請雜項執照,被遮蔽部份大約只會影響到10%的發電效率. 兩家的說法完全不同. 不知何者為真?

3. B公司同時說, 我家是舊透天, 房子太舊, 很難申請到雜項執照, 有請二個建築師詢問都不太想做. 可是這和A公司說要申請雜項執照的說法完全相反.

因為兩家說法差太多,所以無法決定要用哪一家. 可以請知道的高手幫忙分享一下經驗嗎?
