強冠公司製造黑心餿水油流竄全台，全台共有235家向強冠進貨，食品藥物管理署署長葉明功，在稍早的記者會中態度強硬表示，建議地方衛生單位應將強冠予以勒令歇業，至於味全雖然昨天自主通報，但因為惡性重大又屬累犯，建議移送法辦。

葉明功表示，新的食安法上路後，食藥署與業者舉辦上百場說明會，呼籲業者要自主管理，這次事件顯然業者沒有自律，尤其「強冠與味全罪無可赦，一再發生類似問題，國人已經深惡痛絕。」
