請問各位大大 跟小米發生購物糾紛 要去哪投訴 才會有效?

我紅米機的訂單已經付款四天(3/13下午5點半付款)
但是一直都沒有發貨
打去客戶服務 還有線上客服
說它們系統看到的是待付款 (但是我在我的帳戶 看到是已經付款了啊)
我又把全家收據傳給他們
小米說已經反饋了(星期六早上)
之後狀態一直都沒發貨
線上克服一直都在乎巄 說要再等等
EMAIL也沒有人回
電話打不通 自動被掛斷
我現在拿小米完全沒有辦法了
想找消保出面仲裁 請問要怎麼投訴 它們是大陸公司 要跟誰投訴?
