安理會商烏國危機 俄美互嗆

（法新社紐約聯合國總部13日電） 烏克蘭部隊和親俄武裝分子爆發流血衝突後，俄羅斯和西方國家今天在聯合國安全理事會緊急會議上，針對烏克蘭危機升溫激烈交鋒。

俄國將緊張升級怪在親西方的烏克蘭臨時政府頭上；英國、法國和美國則把矛頭指向俄國。

烏克蘭部隊今天在東部城市斯拉揚斯克（Slavyansk）與親俄好戰分子爆發槍戰，釀成死傷。俄國隨即要求聯合國安理會召開緊急會議，這是安理會為烏克蘭危機召開的第10次會議。

俄國表示，阻止烏克蘭爆發內戰的關鍵繫於西方國家。

俄國駐聯合國大使朱爾金（Vitaly Churkin）在會議上說：「（烏克蘭）已出現流血衝突，必須迅速遏阻緊張態勢進一步升高。」

朱爾金說：「國際社會必須要求烏克蘭停手並履行所有承諾。」「烏克蘭應停止對東部人民動武，並展開真正對話。」

美國駐聯合國大使鮑爾（Samantha Power）則指控俄國發動宣傳戰，煽動烏克蘭暴力情事。

英國駐聯合國大使葛蘭特（Mark Lyall Grant）則表示，烏克蘭東部局勢本就險峻，過去2天變得更加緊繃。

他說：「俄國一直想利用不實資訊、脅迫和侵略方式，將自身意願強加在烏克蘭人民身上。」他還說，俄國行為「令人完全無法接受」。（譯者：中央社盧映孜）
