澎湖最美海灘遭開膛剖肚，還要興建渡假村，引發環保團體抗議，觀光局因核發觀光旅館籌設許可，也遭到質疑。觀光局副局長劉喜臨強調，觀光局不會同意飯店蓋在沙灘上，也不樂見業者的行為，但核發籌設許可和發建照更是兩回事，地方政府必須依據權責處理。

觀光局指出，觀光開發應尊重環境容受力與環境永續，旅館的籌設許可不等於無限制開發，後續的作業如環評、水保、土地及建管等，需要「權責機關」依據相關法令規定實質審查。未來核發籌設許可前，將邀相關單位說明，確定法令可行性才會核發籌設許可。
