《Bloomberg》報導，美國第三大花旗銀行(CITI)(C-US)近日表示，如果美國上訴法院不能推翻先前紐約法官「禁止銀行將阿根廷存入款項、債券利息交付至債權人手上」的裁定，花旗可能會因此失去阿根廷分行。

上週花旗就美國紐約法官 Thomas Griesa 所作裁決提出上訴，指稱該法官濫用自由裁量權，阻撓阿根廷利息支付。

花旗簡報指出，他們預計將會在今年 9 月 30 日收到阿根廷要支付債券人的 500 萬美金款項。

如果他們遵照 Griesa 裁決，不把款項匯給債權人，則他們會面臨阿根廷嚴厲制裁，最重可能撤銷花旗在阿根廷的銀行執照，甚至整家分行收歸國有。

阿根廷總統費南德玆 (Cristina Fernandez de Kirchner) 在今年 8 月 7 日全國演說中警告，花旗銀行必須遵守當地法律。

阿根廷自 2001 年債務違約 950 億美元以來，便持續與拒絕協商之投資人對抗。今年七月底受美國紐約法官裁決影響，再度違約。
