安永會計師：房地稅合一　外資炒房也要盯

安永會計師事務所今舉辦年度稅務報告，安永執業會計師蔡雅萍表示，房地稅合一制度上路前，仍要釐清3大問題，包括涉及憲法之修正或解釋、土地法、平均地權條例以及所得稅法修正、奢侈稅存廢問題與是否分離課稅等執行方向，建議外籍人士購買不動產，應課徵額外的交易稅。
 
蔡雅萍今同步發表房地稅合一報告，相關資料指出，財政部為顧及課稅合理性，已要求各級地方政府調高土地公告現值、公告地價及房屋評定現值以接近市價，並將非自用住宅房屋稅稅率，用現有稅率之上限或調高上限課徵，以符合量能課稅之原則。（陳瑩欣／台北報導）
