台北市信義區ATT 4 Fun夜店Spark殺警案，經過警方多方比對，鎖定第五名嫌犯就是四海幫份子周譽騰，目前周譽騰仍在逃亡，遭到警方追緝，而曾在江湖走過的歌手郭佳彬說，周譽騰也是黑二代，父親在他很小的時候過世，媽媽對他的管教甚嚴，非常反對他接觸幫派，沒想到他卻還是加入四海幫，還犯下多起案件。

警方調查涉嫌打警察的3名少年，他們供稱當天是接到周譽騰的命令才前往助陣，因周譽騰現在下落不明，警方正在追緝當中。但周譽騰年僅25歲，但行事風格凶狠，2012年曾犯下「南港家樂福槍擊案」，周譽騰當時因與同幫不同堂口人發生口角，雙方約好在南港家樂福前談判，兩派人馬約20多人，手持開山刀、棍棒等武器，在街頭混戰，周譽騰還教唆小弟開槍。

歌手郭佳彬在政論節目上說，周譽騰的父親是周東德，松山地區的角頭，因很早過世，他從小就是被媽媽帶大，媽媽極力反對他加入幫派，周譽騰因無法進入父親的幫派系統，才轉加入四海幫。
