家人被通訊行綁約M8

媽媽是聾啞人士 聽不到也不會講話
最近聽說她在通訊行買了zenfone 5 a501cg
是從遠傳np到台哥大 綁約1399
通訊行的人明知她不會講話 卻以0元手機騙她綁高費率門號
且打到台哥大查合約才發現 被綁約成m8
查過zenfone 5 a501cg空機才三千多
而被綁約m8 違約金高達18500
已向台哥大申訴還未得到回覆
而通訊行不承認是綁約m8 辯稱是台哥大條碼問題
請問能採取什麼申訴管道或是法律途徑?
通訊行合約寫zenfone 5卻綁m8的行為是否有構成詐欺或是偽造文書?

補充更新
下午台哥大有跟我連絡 說通訊行答應解約
只要把手機含包裝配件歸還即可
但請家人陪同媽媽去解約時 店家卻不承認
不願解約 要求要付18500的違約金
而且打死不承認有綁m8
通訊行名稱為 中華電訊行動館 漢民店
通話皆有錄音備份 本人願為自己發言負法律責任
