苗栗縣消防局昨天起三天在竹南鎮假日之森海域實施救生艇操演練，今天下午二點多評估海象較為穩定，8艘船艇出海訓練，每艘有苗栗縣水上救生協會教練1人及4名消防隊的學員，未料，一陣大浪襲來，2艘救生艇翻覆，衝到岸邊消波塊卡住，2船10人落海，消防隊員緊急救人，但有一名消防隊員黃錦益及一名教練不幸溺水，失去呼吸心跳，緊急送頭份鎮為恭醫院搶救中，2人生命垂危。
