歐洲央行副總裁Constancio周三送出迄今為止最強烈的訊號，若需要更積極的振興措施，歐洲央行準備於明年初買進政府公債。

Constancio在倫敦發表演說時指出，歐洲央行將採取已同意的振興措施，讓資產負債表規模重新回到2012年初的水平。這意味資產負債表將較現在高出約1兆歐元(1.24兆美元)。

「我們必須密切監督，這項措施演變的速度是否符合預期。尤其，明年第一季，我們將可較準確評估情況是否如此，」他說。

「如果不是，我們將必須考慮買進其他資產，包括次級市場的主權債券，及更大且更具流動性的證券市場產品。」他補充說道。

該談話強烈暗示，歐洲央行在下周會議中，不太可能啟動廣泛購買資產計劃，即量化寬鬆，較可能在明年初開始行動。
