篤定當選國民黨主席的新北市長朱立倫提出內閣制憲改時程主張，身兼國民黨代理主席的副總統吳敦義今（15）日受訪表示，任何制度都有優缺點，重要的是大家有共識，修憲門檻很高，需要耐心、真誠，「不能心裡頭有算計」。

吳敦義說，看起來這幾天，各個政黨、不同工作崗位的、學者專家、政界人士，都不一定有共同看法，需要再花一段時間，才能醞釀出共識，難度很高。

他強調，任何制度都有優缺點，不能只是互相質疑、揣測，重要的是大家有共識，修憲工程才不會亂了套，要達到這樣共識，需要耐心，最重要的是真誠，不能心裡頭有算計。

吳敦義表示，凡是對中華民國台灣國家發展、社會和諧、進步，對人民幸福有幫助的制度，都是應該尋求共識的，合理改善，共同達成目標。
