新竹縣政府表示，依中央法規，各地方政府每年從中央分配到的經費計有（1）普通統籌分配稅（2）一般性補助款（含專案補助款）兩種。其中104年度竹縣分配金額為84.42億元(普通分配稅款32.26億元,一般性補助款52.16億元)，佔全國總分配數2.11％。

縣府說，98年度邱鏡淳縣長上任前，竹縣分配金額70.65億元，佔全國總分配數2％，104年度比98年度,增加了13.77億元。

「財政收支劃分法」最近一次是在88年1月25日修正通過迄今，已超過15年。目前財政部已提出修正「財政收支劃分法」草案，並送至立法院審議中。

縣府說明，縣長任內多次帶領相關同仁親赴財政部及立法院，強烈提出各項建議，爭取權益；並請徐欣瑩立法委員協助爭取。爭取範圍包括（1）擴大中央統籌分配稅規模，提高分配金額。（2）將國中小學建校費用、生育率及人口增加率及地方基本建設需求等因素納入計算分配之因子。
