日本樂天住宿訂房問題（若人數減少可否入住)

已預定12月份的日本旅遊，
透過樂天共要預訂2間房(4個大人)3個晚上住宿。
現在有位朋友可能會因無法請假而不能成行，
她覺得是自己問題，所以若不能去仍願負擔全部費用。
但是，訂房的朋友說，訂了4人的住宿，只去住3個仁，日本飯店會不給入住。
請問有這回事嗎？
(我們還是會支付4人 2間房的住宿費用阿~)

朋友說是日本的特殊規定，但我沒有聽說過這件事。
請教日本通的各位大大，是否真的會不給入住呢？(我們會乖乖付錢喔~)
