我認為最好的方法，就是讓內政部成立網站讓房東上網登記租屋資訊，租屋資訊需要標明物件持有人地址電話，然後該案件被授予租屋許可編號 ... 該網站只是登記案件以管理，不是用來取代租屋網站

當房東在租屋時，租屋契約必須註明租屋許可編號，契約上註明租金資訊，可不含水電等流動費用，物件租出後，房東需要上網登記租屋起迄日期以作為租金收入記錄

租屋者可以隨時上網依照租屋許可編號查詢房東是否有逃漏登記以避稅，對照租屋簽定之契約上的租金數字，凡是查獲登記不實或是漏登，罰金為月租金之五倍，藉以鼓勵租客主動查詢房東是否有誠實申報。

房東在每年申報所得稅時需要一併將租金收入列入計算，另外對於租屋者，申報所得稅時可依照租屋費用得以減免部分所得稅，以鼓勵誠實申報
